Cadastral reform, "key" to foreign investments - Reduces transaction costs and stimulates investor interest

The reform aimed at increasing the transparency and efficiency of cadastral services is considered one of the most important for improving the business climate in Albania and attracting foreign direct investment. It has also been a continuous request of the business chambers in Albania.
In the 2026-2028 economic reform program submitted for public consultation, the government considers this reform to be essential for guaranteeing property rights, one of the most important prerequisites for the development of a functional and competitive market.
Improvements in the property registration system are not limited to technical modernization and digitalization of data, but also include structural changes in the way property rights are documented, protected and transferred. An approach that increases legal certainty and significantly reduces uncertainty for investors, especially foreign ones.
Cadastral reforms have a direct impact on several dimensions of economic activity. Clear property rights and faster registration procedures reduce transaction costs in the real estate market, enabling a more efficient use of land and assets. At the same time, they create more favorable conditions for the use of property as collateral, which is expected to facilitate access to finance, especially for small and medium-sized enterprises.
In the context of attracting foreign direct investment, ownership clarity remains a crucial factor for long-term investor decision-making. Legal certainty over land and assets reduces risk and increases confidence, positioning Albania as a more attractive destination for international capital.
The cadastral reforms are also being accompanied by broader changes in the investment framework, aiming to create a more transparent, predictable and competitive business environment. If implemented consistently, this reform is expected to have a long-term impact on economic growth, private sector development and making Albania an even more attractive destination for foreign investors.
