Chief Administrator of AAPSK: Social reuse of confiscated assets, an instrument against inequalities and discrimination

The Chief Administrator of the Agency for the Administration of Sequestered and Confiscated Assets (AAPSK), Risena Xhaja, delivered the welcoming speech today at the Annual Conference organized by the Commissioner for Protection from Discrimination, with the participation of representatives of public institutions and civil society organizations.
In her speech, Xhaja emphasized that 2025 has been a year of positive developments for AAPSK, accompanied by increased transparency, improved procedures, and strengthened accountability standards in the administration of seized and confiscated assets.
Special attention was paid to the social reuse of assets confiscated from organized crime, which the Chief Administrator described as a direct instrument for returning illicit assets to society. According to her, this process is not just an administrative mechanism, but a policy with a clear social impact, contributing to strengthening social cohesion, increasing solidarity and supporting communities in need.
"The social reuse of assets is the way the state responds to injustices and inequalities, by turning criminal assets into service of the public interest," said Xhaja, underlining that this approach has also positively influenced the public perception of the AAPSK, as an institution with an active role in serving society.
The Chief Administrator also emphasized the agency's outreach to communities and civil society organizations, considering communication, transparency, and openness to the public as key elements for building trust and increasing institutional effectiveness.
Speaking about the perspective of 2026, Xhaja announced that AAPSK aims to further strengthen the social impact of assets returned to public use, deepen transparency standards, and expand cooperation with actors operating on the ground for the protection of human rights and social inclusion.
The Annual Conference of the Commissioner for Protection from Discrimination served as a platform for dialogue and reflection on the institution's activities during 2025 and the strengthening of inter-institutional cooperation and with civil society in the fight against discrimination.
