Decarbonizing the energy sector - Energy Community Report: 60% progress

The Energy Community has published the annual implementation report for 2025, assessing Albania's progress in the decarbonization process of the energy sector at the 60% level, highlighting partial progress.
According to the report, Albania has made strides in energy and climate governance, with an implementation level of 62%, while the National Energy and Climate Plan (NECP), adopted in 2021, remains unupdated and unfinalized for 2025.
In terms of greenhouse gas reduction, the report estimates an implementation level of 80%, while the target for reducing emissions by 2030 is set at 53.2%, included in the NECP. However, the Energy Community emphasizes that our country has not yet integrated this target into all key national planning documents, creating inconsistencies in implementation.
One of the strongest points remains the national system for reporting greenhouse gas emissions and climate, rated at 84%, thanks to the existing legal framework and improved reporting. However, the report highlights that it has not yet fulfilled the obligation to submit national greenhouse gas emission projections, a requirement that has been in effect since 2023.
Meanwhile, the long-term strategy and climate neutrality remain among the most problematic points. The level of implementation in this component is estimated at only 25%, as a long-term strategy has not yet been adopted to define the objective of climate neutrality by 2050. According to the report, there is a lack of clarity on how this objective will be achieved, while its inclusion in the regulatory framework remains incomplete.
The Energy Community recommends the adoption of a long-term climate and energy strategy, accelerating legal harmonization with European standards, and strengthening the implementation of policies that lead to the decarbonization of the energy sector.
