From natural emergency to national economic shock/ Floods in the country, affected regions account for about 40% of GDP

The floods of recent days are not just an extreme weather episode, but also a direct blow to the country's economy. The most affected areas represent a crucial part of national production and carry the main weight of agriculture, industry and the circulation of goods, key sectors for the long-term development of Albania. "Scan Intel" has conducted an analysis to see how much weight these regions have.
Data on the contribution of regions to Gross Domestic Product show that the most problematic areas from floods, such as Shkodra, Lezha, Durrës, Fier, Berat, Gjirokastra and Vlora, represent a very large part of the national economy. According to the latest INSTAT data, these regions account for about 41% of the country's GDP. Fier alone, with 10.57%, and Durrës with 10.32%, together provide over a fifth of national production, making any impact in these areas a direct risk to economic stability.
But which are the districts with a high burden and dependence on sectors exposed to floods?
The structure of Gross Value Added by regions shows that the floods have hit precisely areas with high dependence on agriculture, the sector most sensitive to natural phenomena. In Berat, agriculture accounts for 46.4% of Gross Value Added (GVA), in Fier 44.8%, in Dibër 40.1%, in Korçë 39.9%, in Kukës 37.9%, while in Elbasan 33.8%. Lezha, Shkodra, Gjirokastra and Vlora also have a significant share of this sector in their economic structure.
According to the data, 13,211 hectares of agricultural land and 1,587 homes have been flooded so far. This means that the flooding of many hectares of agricultural land could translate into a risk to the economic base of these regions and a risk to the food supply at the national level.
The blow does not stop at agriculture. Industry occupies an important share in some of the affected regions such as Dibra with 24.6%, Durrës with 19%, Elbasan with 16.6%, Fier with 16.4%, but also Shkodra with Tirana. Floods, road blockages and infrastructure damage directly affect the functioning of these activities.
Construction and tourism are also sensitive sectors. Flooding in urban and suburban areas increases costs, delays investments, and creates uncertainty for businesses.
