EU reviews climate target for COP30 - Ministers aim for new deal to cut

European Union climate ministers aim to adopt a new climate change target so they don't go unprepared to the UN COP30 summit in Brazil.

Failure to reach an agreement could undermine the EU's bid to lead the COP30 talks, which will test the will of major economies to continue the fight against climate change, despite opposition from US President Donald Trump.

Countries such as China, Britain and Australia have already presented their new climate targets ahead of COP30. But the European Union, which has some of the world's most ambitious policies to reduce CO₂ emissions, is struggling to manage resentment from governments that doubt the bloc can afford to meet these measures alongside its defense and industrial priorities.

"The European Union will continue to do its utmost, even in these circumstances, in Belem, to defend its commitment to multilateralism and the Paris Agreement," said a bloc official.

The starting point of the talks is the European Commission's proposal to reduce net greenhouse gas emissions by 90% by 2040, compared to 1990 levels, keeping countries on track towards climate neutrality by 2050.

Italy, Poland and the Czech Republic are among countries warning that the target is too restrictive for their domestic industries, which are struggling with high energy costs, cheaper imports from China and US tariffs. Meanwhile, countries such as the Netherlands, Spain and Sweden argue that worsening extreme weather and the need to compete with China in the production of green technologies require more ambitious targets.
