“Energy transition cannot be achieved without qualified workers” - Skills, action plan for education and training in renewable energy

“Energy transition cannot be achieved without qualified workers” -

“The green transition cannot succeed without skilled workers and modern education systems.” The statement comes from the South East Europe Education Reform Initiative, noting that in the Western Balkans, carbon intensity is over five times higher than in the EU and that most households still rely on coal, oil or even wood for heating. According to ERI SEE, “this dependence not only makes the region among the most carbon-intensive countries in Europe, but also increases vulnerability to energy poverty, health risks and economic instability.”

To address these problems, the Green Agenda for the Western Balkans identified the need to reduce CO₂ emissions, reduce dependence on fossil fuels and switch to renewable energy, but according to ERI SEE, qualified employees are a prerequisite. Therefore, within the framework of the “Renewable Energy Services in Education and Training” project, supported by GIZ, the Regional Action Plan “Support to Education and Training for the Renewable Energy Sector” has been drafted, which also includes Albania. This strategic document provides ministries, agencies and other institutions with a path to align their activities with the needs of the labor market in the renewable energy sector, ensuring effective support for the energy transition.

Also, working in six Western Balkan economies, including our country, for the first time regional resources have been developed for two areas essential for the renewable energy sector, which are the installation and maintenance of solar photovoltaic systems and the installation and maintenance of electrical equipment in wind farms. These practical guides are now available to vocational schools and can serve to train professionals in these areas. Meanwhile, while a series of activities have been developed with schools and institutions, the South East European Education Reform Initiative emphasizes the need for countries to stay connected at the regional level, while encouraging stronger partnerships between schools, businesses and governments. It is also requested that funding continue to support green education and an inclusive transition, so that no one is left behind.
