The government's vision for public administration - A "smart" state, without bureaucracy and with artificial intelligence
Reforming public administration is one of the main conditions of the Albanian government on the path towards membership in the European Union, being included in the first chapter group "Foundations".
During the third mandate of the Rama government, the Public Administration has been considered the vanguard army for achieving the objective of integration into the European Union, and this mission is expected to continue during this mandate.
In the government program, one of the main objectives regarding public administration, anti-corruption and transparency is to build a "smart", efficient, transparent and high integrity state.
This vision aims to create a modern administration, without unnecessary bureaucracy and with advanced use of artificial intelligence in all processes, anticipating the needs of citizens and businesses.
The focus of the reform is the full digitalization of public services and the transition to a "paperless" administration. The government aims to significantly reduce the use of physical documents and significantly advance inter-institutional communication and communication with citizens through digital platforms.
Another pillar of the program is the transformation of the human resources system. Through comprehensive digitalization and artificial intelligence, processes such as payments, performance evaluation and identification of professional development needs will be automated. Meanwhile, recruitment in the administration will be done through a unique portal and a 24/7 digital assistant, guaranteeing transparency and meritocracy.
The government promises a new approach to the fight against corruption, through the establishment of a special system for identifying, assessing and reducing risks in the most sensitive sectors, such as: property, taxes, customs, health, education, procurement and public contracts.
The “Transparent Albania” platform will become the unique gateway for public information on public expenditures and projects. It will be supported by Artificial Intelligence to automatically track and monitor data and processes, further strengthening transparency and accountability.
The program also includes the implementation of the new "Smart Procurement" system, one of the first platforms in Europe that uses artificial intelligence and automation to manage public procurement processes, with the aim of minimizing human intervention and increasing efficiency.
