Tirana, towards efficiency and renewable resources - Municipality opens the competition for the new energy and climate plan

The Municipality of Tirana has announced the opening of the competition for the drafting of a local energy and climate action plan.
Referring to the document at the Public Procurement Agency, within the framework of the Municipality's strategic commitments for a sustainable energy and climate transition, the goal of the local energy and climate action plan is to achieve climate neutrality at the local level, through a comprehensive plan that includes the adoption of mitigation measures, adaptation to climate change, and the promotion of energy and environmental policies.
The Energy and Climate Action Plan of the Municipality of Tirana will include a baseline emissions inventory, which will determine the level of energy consumption in different sectors, such as: buildings, transport, street lighting, industry, waste management and agriculture. This inventory will enable the identification of the main sources of CO₂ emissions and will serve as a starting point for planning reduction measures. The main objectives of the plan will be oriented towards reducing greenhouse gas emissions, increasing energy efficiency, expanding the use of renewable sources and strengthening energy security.
In the field of buildings, the focus will be on the energy renovation of the existing stock, improving their energy performance, thermal insulation and the installation of photovoltaic systems or heat pumps.
In transport, the plan will focus on reducing dependence on private vehicles and promoting clean transport through the expansion of the electric bus fleet, the development of bicycle infrastructure and the digitalization of parking services. In the street lighting sector, intelligent management systems will be installed. In waste management, measures will focus on recycling.
Meanwhile, water management and urban greening will have an important role in coping with floods and reducing the "urban heat island" effect, through greening, afforestation and park expansion programs. In the industrial sector, the potential for reducing electricity consumption is related to the application of renewable sources, mainly through the installation of photovoltaic panels, which reduce dependence on the grid and contribute to the energy efficiency of enterprises.
Most buildings were built before the 2016 energy performance standards came into effect, resulting in significant energy losses for heating and cooling. Schools, kindergartens, administrative buildings and cultural facilities represent a public sector with great potential for energy renovation and installation of renewable sources.
