Waste fees, according to the amount we throw away - The "Pay as you throw" principle will be applied to families and businesses

The National Waste Prevention Program foresees the implementation of the "Pay as You Throw" (PAYT) principle, which provides economic incentives for waste reduction, encouraging citizens to recycle more and reduce waste generation.
The document issued for public consultation states that this system is considered one of the most effective economic instruments for reducing waste and promoting responsible consumption. Its implementation enables the establishment of balanced municipal waste tariffs, according to which each family or business pays according to the actual amount of waste generated, instead of a fixed tariff.
"In this way, households and businesses will be encouraged to separate as much recyclable waste as possible (for which they will not pay) and will pay a waste fee only for the remaining mixed waste," the document states.
It is also specified that the implementation of this principle requires fundamental changes both in the way municipal waste fees are divided between households and businesses and in the municipal waste collection system. The model of collection at common points should be gradually replaced by the use of individual bins or containers, enabling the measurement of the amount of waste for households and businesses.
In parallel with the development of waste collection models, the Ministry of Environment will initiate the necessary legal changes for the adoption of the PAYT system, enabling the implementation of weight- or volume-based tariffs for municipal waste management services. According to the program, municipalities are expected to start applying the PAYT system no later than 2029.
