"Bonus for families with economic assistance" - Normative act on budget changes, additional 150 million euros in the pension fund

The Council of Ministers has approved the year-end Normative Act, with changes to the 2025 budget that directly affect the needy, farmers, healthcare and local government. Minister of Finance Petrit Malaj said that 148,500 citizens who benefit from economic assistance and people with disabilities will receive a year-end bonus of 15,000 lek.
" Financial support for families who benefit from Economic Assistance as well as for Persons with Disabilities, or their caregivers."
The amount of financial support, in the form of a year-end bonus, will be 15 thousand lek or about 150 euros.
In total, around 148,500 citizens will benefit from this initiative with a total fund of 2.2 billion lek," said Malaj.
Malaj emphasizes that funds that will not be spent by institutions will be transferred to a special fund at the Bank of Albania.
" It has been decided that all funds that will not be spent by ministries or budgetary institutions will be transferred to the Special Pension Fund at the Bank of Albania."
From a preliminary assessment made by the Ministry of Finance, it is estimated that the minimum amount that will be transferred to this account will be 150 million euros.
"This amount will be used for the Pension Reform which this government has already initiated," the minister said.
Other changes in the budget relate to health and agriculture.
" Farmers will benefit from an additional amount of about 2 billion lek through support schemes."
The total fund allocated for 2025, where farmers have directly benefited through these support schemes, amounts to 6.4 billion lek, compared to 5.3 billion lek in 2024.
"Healthcare is another sector that will be supported through this Normative Act, where it will benefit from an additional 18 million euros, support for medicines in hospitals," said Malaj.
Meanwhile, the local government will benefit from an additional support of around 1.2 billion lek, which will be used to repay outstanding obligations.
