Digital State, Prime Minister Edi Rama's ambition for a major transformation

“Albania is the only country in the region that is using artificial intelligence to accelerate the process of membership in the European Union, by automating the translation and approximation of legislation with the EU acquis, facilitating the work of institutions and placing our country at the forefront of European integration.” Mentioning this fact in the government program, Prime Minister Edi Rama has put himself at the forefront of a very big ambition for the life of the country: the digitalization of everything that can be possible. He gave the example of Diella, the virtual miniseries that in a few days took up space in all the major media around the world.
The tasks that the government sets for itself in its program explicitly state that "Albania 2030 embraces digitalization and innovation in every link of governance and consolidates a national cybersecurity ecosystem, certified according to EU standards. Simple, secure and accessible public services by phone or computer for every citizen and business. Our systems communicate directly with EU platforms, so that Albanian citizens benefit from the same services as in the single digital market. We fully implement the new EU legislation on the protection of personal data, increasing the trust of citizens and investors. We guarantee the development of artificial intelligence in accordance with the EU AI Act, ensuring safe, ethical and transparent use. Innovation with artificial intelligence, advanced technological infrastructure and open data platforms will be the engine of this transformation towards European integration.
But where will the government focus this major digitalization effort?
There are a total of 22 milestones set in the Program and they include:
• We complete the transformation of e-Albania 2.0 according to the "life events" model, offering proactive services where the state goes to the citizen and personalized according to life circumstances.
• We turn Diella into the personal assistant of every citizen and business, guiding them step by step in receiving electronic services and completing applications in e-Albania.
• We digitize all public services at the local level to offer them in e[1]albania, according to the model of public services at the central level.
• We create a fully automated public procurement system with Artificial Intelligence, interoperable with European Union systems, eliminating corruption, abuses and human intervention.
• We create an Electronic Health Record for every citizen, according to EU standards, for higher quality and more accessible healthcare services.
• We use artificial intelligence in radiology to analyze medical images in an automated manner, helping doctors quickly and accurately identify diagnoses (such as early-stage cancers, pulmonary abnormalities, or cardiac diseases), reducing error rates and increasing the quality of healthcare.
• We apply artificial intelligence to tax and customs systems to identify anomalies in real time, increasing transparency, reducing evasion, and accelerating procedures for citizens and businesses.
• We place Artificial Intelligence at the center of national civil emergencies, identifying risks in real time (fires, earthquakes, air traffic, ground traffic, etc.)
• We are launching the Digital Identity Wallet, with identification documents valid throughout the EU from 2027.
• We turn the Co-Governance Platform from an interaction mechanism into an intelligent, AI-powered system that automatically analyzes complaints, suggests legal solutions, and generates recommendations for reforms – a model in full compliance with EU standards for digital governance.
• We use artificial intelligence on agricultural, meteorological and satellite data to create predictive systems on crop production and quality, reducing the risk of floods, droughts or other natural disasters and ensuring long-term food security.
• We implement the European Case Law Identifier (ECLI) in Albania, giving each judicial decision a unique identifier comparable to European jurisprudence.
• We open the new era of consular services with electronic apostille of documents, throughout the European space, according to the "Once Only" principle.
• We create AI Factory as the national artificial intelligence engine for creating innovative solutions in public administration, the economy, and society.
• We continue the “Government AI Campus” initiative, to build the capacities of civil servants in the ethical and effective use of AI, from healthcare to education and services to citizens.
• We establish the National High Processing Center (HPC) for advanced data analysis and artificial intelligence model training available to government, academia, and businesses, placing the power of technology at the heart of national development.
• We transform the Open Data Portal into a platform for transparency and innovation, positioning Albania as a regional hub of the data economy.
• We transform ADISA centers into Youth Innovation Centers, promoting and developing advanced digital skills of young people.
• We expand the network of Smart Labs in all schools, providing the technological basis for the use of AI for personalized learning and educational simulations, in line with EU standards for innovative laboratories in education.
• We launch the national Smart City project, turning every city into an intelligent organism, where data is collected and analyzed in real time for traffic, security, energy, and emergencies. The city will become a space where technology precedes the daily needs of citizens.
• We extend GovNet Broadband across the country, ensuring secure connectivity between government systems across the territory, and establish a Business Continuity and Data Recovery Center (BCC/DRC) to guarantee continuity of services 99.9% of the time.
• Strengthen national cyber defense through the use of advanced dark web monitoring platforms and threat intelligence, transforming the Government Security Operations Center into a Cybersecurity Innovation Center
