Government plan: Inclusive employment and quality training - New jobs, over 10

In the priorities of the medium-term budget 2026-2028, employment and vocational training remain in focus. According to the document published in the Official Gazette, in the medium-term budget program 2026-2028, the employment sector aims to increase the inclusion of young people and disadvantaged groups in the labor market.  

During 2026-2028, the aim is to provide quality vocational training for young people and adults, in line with labor market demands, increase opportunities for lifelong learning for both men and women, and adapt to employment opportunities offered by the labor market.

Referring to the medium-term budget program document 2026-2028, it is specifically intended to employ a total of 10,500 young job seekers (16-29 years old) in 2026, in 2027 it is intended to employ around 10,700 young people and in 2028 around 11,000 employees.

Likewise, it is intended to increase the employment of unemployed job seekers from groups with disabilities, through intermediaries and employment promotion, to around 340 in 2026; 360 in 2027 and 380 in 2028.

Support will also be provided to farmers with the aim of developing the agricultural and rural sectors in Albania, to improve their economic performance and living conditions in rural areas, to prepare these sectors for future EU membership, by increasing the number of employees in agriculture and agro-processing (from 468,249 employees projected in 2026 to 495,073 employees in 2026 and 498,000 in 2028).

Likewise, it is intended to increase the employment of unemployed job seekers from unemployment payments (from the intermediary and employment promotion), to around 3000 in 2026, 3100 in 2027 and 3200 in 2028.
