More control in schools - Monitoring for technology, performance and professional development of teachers

Investments in technology, school performance and teacher professional development will be the focus of monitoring during the new school year 2026-2027. The joint instruction of the Ministry of Education and the Ministry of Economy and Innovation sets out a series of tasks for pre-university education institutions, from the use of Smart laboratories to vocational education and after-school programs.
One of the points is related to Smart laboratories, for which schools must monitor the use, functioning and maintenance. The heads of institutions where these laboratories are set up must ensure their use in the teaching process, while reporting on how they function will be done periodically. At the same time, school leaders and teachers will have more obligations in relation to professional development. The instruction provides for the completion of the teachers' digital portfolio in the SMIP system, which includes training, certificates, conferences, credits and professional activities. The data will be monitored by the heads and responsible education structures. Another instrument that will be used is the School Performance Card. Educational institutions must complete the indicators for the 2025-2026 and 2026-2027 school years, while the results will serve to assess performance and identify problems at the school level.
The instruction also sets out specific tasks for vocational education, where institutions must implement the plans and regulations approved for the new school year. This level of education remains linked to policies for vocational training and preparing students for the labor market. The “After School” program will also continue in public schools, which provides for academic, social, cultural, sports and creative activities, while the organization, participation of students and the activities carried out will be registered and monitored through SMIP. Part of the work of schools during 2026-2027 will also be a series of projects funded by the European Union, UNICEF and other partners, with a focus on students' skills, technology, digitalization and the development of competencies related to their professional future.
Increased attention is also paid to the safety of students in schools. Institutions must implement measures to prevent violence, bullying and extremism, monitor problematic cases and strengthen cooperation with parents and the community. In addition, leaders must implement rules to limit the use of mobile phones and related devices while at school.
