10-year gas plan - ERE postpones approval again, requests additional documents

The Energy Regulatory Authority has postponed the approval of the 10-year investment plan of the state-owned company ALBGAZ, due to the incomplete completion of the required regulatory documentation.

This is the 2023–2032 investment plan, which foresees a total value of 748 million euros for the gasification of the country and the development of natural gas infrastructure. This is a process that has been postponed even earlier by the ERE Board, requiring ALBGAZ to complete the technical, financial and legal elements before final approval.

According to the submitted plan, priority projects include the pipeline from the TAP point in Fier to the Vlora TPP, the Fier-Ballsh gas pipeline, as well as the Adriatic-Ionian gas pipeline in the Tirana and Durrës section. For the short term alone, the investment portfolio is expected to reach 212.7 million euros, of which about 30.4 million euros are direct capital contributions from ALBGAZ, while the rest will be provided by the project companies.

Currently, gas activity in Albania remains limited, while the existing network of about 498 kilometers is depreciated and used at minimal capacity.

The postponement of decision-making by the ERE is considered procedural, but at the same time it also delays the approval of one of the strategic documents for the development of the gas sector in Albania, which is seen as key to diversifying energy sources and reducing dependence on electricity.
