EU, 100 million euros for Albania until 2027 - IPA III, the fund with a focus on justice, economy and green transition

The European Union will finance Albania with a fund of 100 million euros for the period 2025-2027, within the framework of the IPA III program. The financing agreement, published in the Official Journal, foresees that Albania accepts the EU's support to continue key reforms in the country.
According to the official document, 33.5 million euros will be disbursed immediately after the signing of the agreement, while the rest will be divided into two years, 2026 and 2027, depending on the approval of the annual EU budget.
The program focuses on three main areas. The first area deals with the rule of law and fundamental rights, supporting the continuation of justice reform, strengthening the institutions of the judicial system and increasing their efficiency and independence. The EU aims to consolidate the progress made so far and support the Ministry of Justice in increasing its capacities.
The second area is related to good governance and compliance with the EU acquis, with emphasis on public financial management, procurement, external audit and statistics. The objective is to create stronger institutions and higher fiscal transparency. While the third area includes the green agenda, sustainable connectivity and economic competitiveness, in line with the EU Law on Critical Raw Materials. The programme aims to increase the role of Albania and the Western Balkans in the EU’s strategic supply chains.
This funding comes at a time when Albania has intensified efforts to accelerate the European integration process and implement the reforms necessary to open new negotiation chapters. The European Commission will announce new financial commitments annually, while the Albanian authorities are expected to advance the implementation of projects related to justice, the economy and the green transition.
