How have pensions changed over the years? - In 5 years, 28 euros more for the city and 25 euros for the village
The pension scheme is facing increased pressure both from the number of pensioners and from the ongoing need to increase pension benefits in order to keep pace with changes in the cost of living.
According to data from the Social Security Institute, the number of urban old-age pensioners reached 562,924 at the end of 2025 and the number of rural pensioners reached 78,161, bringing the total figure to 641,085 pensioners throughout Albania. In other words, approximately 33,518 elderly beneficiaries have been added to the scheme compared to 2024.
But how has the average pension level changed over the years? Official data from the Social Security Institute (ISSH) shows a gradual increase in financial support for the elderly in the last 5 years.
Specifically, from 17,258 lekë, which was the average monthly urban pension in 2021, the increase has been progressive, reaching 20,123 lekë, or in other words 2,865 lekë in 5 years or approximately 28 euros.
Meanwhile, the average monthly income of pensioners has increased from 18,485 lek in 2021 to 21,153 lek in 2025, an increase of 2,668 lek or approximately 26 euros.
Meanwhile, the average rural pension has moved from 9,295 lek in 2021 to 11,878 lek in 2025, with an increase of 2,583 lek or about 25 euros.
The average monthly income for rural pensioners has increased from 9,834 lek in 2021 to 12,438 lek in 2025, about 2,604 lek more or about 26 euros.
The region with the highest number of pensioners is Tirana, also because it has the highest population nationwide, significantly surpassing other regions.
The region with the lowest number of urban pensioners is Kukës.
