In 2030, over 1 billion euros in exports, here are the government's 20

The government program states that Albanian agriculture will be fully integrated with the EU's Common Agricultural and Food Policies. This constitutes the strategic objective, for the fulfillment of which 19 detailed objectives have been announced, according to the divisions of this sector. The government program states:   

"Our strategic objective is to transform Albanian agriculture into a modern, competitive and sustainable sector, fully integrated into the EU's Common Agricultural and Food Policies by 2030.

• We support agricultural production with the objective that agricultural and fisheries/aquaculture exports reach €1 billion by 2030.

• Special program for greenhouse vegetables and high-value crops, linked to the EU market and tourism.

• We are building 5 modern centers for the storage/processing of fresh products, connected to the domestic market and HORECA/tourism channels.

• We are adding 1,000 ha of new greenhouses for year-round production and export.

• We build modern fish brands and new retail outlets, strengthening fishing and creating tourist destinations for seafood products.

• We implement sustainable resource management: management plans in the Adriatic, designated aquaculture areas in sea and inland waters; 20,000 t/year marine aquaculture and 10,000 t/year in inland waters by 2030.

• We digitize fisheries control; reform inspection and transform OMPs into Producer Organizations (POs) according to the EU model.

• We guarantee food safety, veterinary and plant protection through full legal and institutional approximation and modernization of laboratories.

• We expand investments in the regional laboratory network and in the PIK, as well as increase human capacities in ISUV and the role of the institution in the function of official control.

• We reform the Inspection and Control system also within the framework of the new inspection law, aligning inspection with EU standards and protocols.

• We build digital databases and a national platform for smart agriculture: integration of farm, laboratory, climate and satellite data; AI for production forecasts, early detection of diseases and personalized advice for farmers.

• We put into operation throughout the country the data system for farm accounting, information on agricultural product prices, as well as trading standards for all types of agricultural products.

• We apply the use of drones for localized plant protection, reducing the use of pesticides and residues in products, ensuring higher quality and more sustainable agriculture.

• We provide direct support and investments of around €100 million/year according to CAP practices; conditionality for the environment, hygiene, traceability and animal welfare; 150,000 registered beneficiary farmers nationwide.

• We move from the small traditional farm to the modern farm connected to the market through "Contract Farming", encouraging the creation of SHBB/cooperatives and economy of scale models by starting the pilot in 5 municipalities.

• We implement the sectoral program for small livestock: breeding conditions, productivity, certification of indigenous products for EU markets.

• We complete 100% irrigation of agricultural land: from 270,000 ha today to 360,000 ha by 2030; modernization to 290,000 ha, increase through pumping stations to 70,000 ha.

• We reconstruct and modernize about 250 dams, restoring approximately 280,000 hectares of agricultural land to optimal drainage parameters; we also build 150 kilometers of flood and erosion protection structures on major rivers.

• We reorganize Extension and QTTBs into advisory and knowledge transfer centers, relying on best practices and technology.
