Average pension 400 euros/ Rama 4 government program: Systematic bonuses. War of information to increase contributions
During the fourth term, one of the main priorities of Prime Minister Edi Rama's government will be to increase pensions, as a moral and economic obligation for a just and inclusive society.
By the end of 2029, the aim is for the average pension to be 400 euros for full contributors and the minimum pension to be 200 euros, as part of the social protection package.
In the first term of Prime Minister Edi Rama, the average pension was only 86 euros, while in 2024 the average pension reached 175 euros.
Over the next four years, a fully electronic social security system is expected to be created, enabling fast and accessible services for citizens at any time. Therefore, the next step is to fully digitize the social security system with an electronic registry, end-to-end online services, for transparency and traceability.
On the other hand, to further increase the contribution base, work will continue to reduce informality in the labor market by encouraging the declaration of real wages and systematic counseling of employers and employees.
Bonuses will continue to be given systematically according to economic developments. In addition to the year-end bonus, for the first time in 2024, the government also gave a second spring bonus in 2025.
Also, pensions will cover about 40% of income earned during working years, by 2030, in accordance with European and International Labor Organization standards.
Cross-border portability of benefits is another objective of the Rama 4 government, as it includes the conclusion and signing of mutual pension recognition agreements, such as the one with Greece.
