Ready for the Assembly, today Prime Minister Rama presents the government

Prime Minister Edi Rama presents the government program in the Assembly today. Starting at 10:00 today, this session is expected to be extended over two days as after the presentation of the program each MP has the right to speak for 10 minutes. This was decided yesterday at the Conference of Speakers. Meanwhile, the leader of the opposition, Sali Berisha, has the right to speak for the same amount of time as the Prime Minister.

After discussions, the Assembly will vote on the new government with the Prime Minister and 16 ministers, voting on the decrees of President Bajram Begaj. If the vote takes place on Friday, the new cabinet will also be sworn in before the President tomorrow. But this is likely to be postponed to Saturday.

 

 

THE THREE PILLARS OF THE 'RAMA 4' GOVERNMENT PROGRAM

EUROPEAN ALBANIA, ECONOMIC GROWTH AND WELL-BEING FOR ALL


Prime Minister Rama presents the Government Program at the plenary session of the Parliament. The document is based on three pillars: European Albania, Sustainable Economic Growth, and Well-being for All.

 

1. European Albania is the first pillar and the compass that gives direction to every reform. Membership is not only a diplomatic objective, but a transformative process that strengthens the rule of law, modernizes the digital state, increases the integrity of the administration, guarantees public and national security, and places Albania at the heart of European decision-making. Europe is above all the direct benefit for citizens, in their daily lives – in the work they do, in the services they receive, in the rights they enjoy and in the security they feel, as part of a family of 450 million members.

2. Sustainable Economic Growth is the second pillar and the path that turns the vision into reality. The new Albania is built on sound finances and fair taxes, on a predictable business climate and on a job market that opens doors for young people. It is built on tourism that no longer knows seasons, on agriculture and the countryside that are modernized with technology, on clean energy that turns us into exporters of a green future and on innovation that gives space to new generations to create and compete. And above all, it is driven forward by a modern infrastructure – ports, airports, railways and road corridors – that connects Albania with the region, Europe and the world, making our country a new development hub.

3. Well-being for All is the third pillar and our contract with citizens. It is care for young children who grow up in better nurseries and kindergartens, it is education that is connected to real life and to Europe, it is free and modernized healthcare, it is dignified pensions and social services that support those in need. It is youth who find jobs and new spaces, it is sport and culture that enliven everyday life, it is a protected environment and a green economy that become part of our daily habits.

 

1. European Albania: Integration by 2030, national mission

The main pillar of the Rama 4 government program is EU integration. The objective is full membership by 2030, which the government sees as a national mission that will fundamentally reform the state, strengthening institutions, improving public services, and increasing the competitiveness of the Albanian economy. 

The plan foresees, as the Prime Minister has emphasized, the conclusion of chapters and negotiations by 2027, to then continue with the signing of the Accession Treaty in 2028 and its ratification by the parliaments of the member states.

Digital State and cybersecurity. The government aims for a digital transformation, where every citizen and business will have secure and simple access to public services from their phone or computer. It is intended that with e-Albania 2.0, services will be provided according to the “life events” model. All public services, including local ones, will be digitalized, while public procurement will be carried out through a fully automated system with artificial intelligence to eliminate corruption. In healthcare, an Electronic File will be created for every citizen. Digitalization will also extend to other areas such as finance, agriculture, justice and civil emergencies, using AI. The aim is to create a Digital Identity Portfolio valid in the EU from 2027, a Co-Governance Platform powered by AI, the implementation of the European Case Law Identifier (ECLI) for the judicial system, as well as electronic apostille. 

Public Administration, Anti-Corruption and Transparency. The government aims for a "paperless" administration, with full digitalization, automation of salaries and meritocratic recruitment, prevention of corruption in key sectors, full transparency with "Transparent Albania" and Smart Procurement based on artificial intelligence.

Justice and fundamental rights. The government aims to strengthen justice reform through the adoption of the new Criminal and Civil Code aligned with the EU, the operationalization of the Integrated Case Management System with AI modules by 2028, the modernization of the judicial infrastructure, the implementation of the Prison Master Plan, and the establishment of the Institute for the Education and Rehabilitation of Juveniles according to European standards.

Foreign policy and diaspora. The government aims to deepen the strategic partnership with the US, EU, Turkey and the United Kingdom as well as organize the NATO summit in Tirana in 2027. It also aims to expand the diplomatic network with 10 new representations by 2029, double foreign investments and promote Albanian identity in the international arena through cultural and scientific diplomacy.

National defense and security. The goal is to strengthen the Armed Forces with salaries that reach the NATO average by 2029 and develop a “Made in Albania” military industry for ammunition, weapons, armored vehicles and unmanned systems. The government aims to expand naval capacities with three new ships, two firefighting aircraft and four new regional civil emergency centers.

Public safety. The government aims to approximate legislation with the EU against organized crime, money laundering and terrorism, by operationalizing the “Smart City” project to reduce police response times and increasing road safety with 30% fewer fatalities by 2030. The use of the Digital Crime Map, the use of criminal assets for community investments, the modernization of biometric documents, border management according to Schengen standards and the establishment of national centers for firefighters and emergency training are envisaged.

 

 

2. Sustainable Economic Growth: 'Fiscal Peace', Mountain Package, 2 billion euros in loans and guarantees for business, tourism development

One of the three main pillars of the program is sustainable economic growth. The Rama 4 government aims to increase per capita income for citizens by about 40%, bringing it to 15,000 euros by 2029.

The goal is to achieve economic growth of around 4% per year, bringing gross domestic product to 35 billion euros by the end of the mandate.

Fiscal Peace. As it had announced during the campaign, through the economic program, the SP government aims to open a new chapter of cooperation with Albanian entrepreneurship through multi-year tax relief agreements and the encouragement of regular declarations by implementing the "Fiscal Peace" 2026–2029: forgiveness of tax liabilities older than 10 years; the scheme for repairing debts of the last 10 years with reduced percentages;

The Mountain Package. The 0% tax policy for small businesses will continue until 2029. The program also states that the VAT scheme for farmers will be reviewed based on EU best practices with a financial effect of about 1.5 billion lek/year in direct transfer to farmers.

2 billion euros in loans and guarantees for businesses are foreseen, through the Bank of Albania and the Albanian Development Bank, to increase investments and domestic production. A budget of 1.18 billion euros for the Smart Specialization Strategy (S3), to orient national and EU funds towards areas with competitive advantage, enabling sustainable growth, more innovative projects and full integration with European markets.

With the Mountain Package, the Rama government aims to develop investments in mountainous areas by facilitating the obtaining of construction permits for owners who want to invest, as well as obtaining documents for family property. For the first 500 entrepreneurs benefiting from the package, taxes will be zero and VAT will be zero for the first 10 years.

Tourism. The 'Rama 4' government aims to build 20 new marinas from Velipoja to Ksamil, with the aim of turning Albania into a leading destination for maritime tourism in the Mediterranean. In the government program available to Shqiptarja.com, which will be presented tomorrow in the Parliament, it is stated that the Port of Durres will also be transformed into a modern center for cruise ships and luxury yachts.

The new Albania Tourism 2030 strategy aims to divide the country into 6 tourist regions.

We orient policies and investments towards sustainable and inclusive tourism.

• We create, manage and brand Albania in 6 tourist regions according to the Albania Tourism 2030 strategy, guaranteeing a diversified offer and high international standards.

• We transform the Port of Durres into a modern center for cruise ships and luxury yachts.

• We build 20 new marinas from Velipoja in the north to Ksamil in the south, making Albania a leading destination for marine tourism in the Mediterranean.

• We double tourist overnight stays, generating over 6.6 billion euros in annual revenue by 2030.

• We develop mountain tourism in the Alps and natural areas, making Albania a destination for winter sports and unique experiences.

• We invest in the promotion of cultural heritage sites and the digitization of cultural calendars, making Albania an “open museum”.

• We consolidate the logistics infrastructure to turn Albania into a hub for international conferences, fairs and exhibitions.

• We are launching the Integrated Digital Tourism Platform, which includes:

o National digital tourism registry for businesses.

o The e-Visitor platform for real-time electronic registration of visitors.

o Electronic tourism data system for accurate statistics and

more efficient decision-making.

• We establish the International Tourism and Hospitality Academy, in collaboration with UN Tourism, to train the new generation of professionals.

• We ensure fairer administration of beaches, guaranteeing more public spaces and tranquility for vacationers.

 

 

3. Welfare for All: Increase in salaries and pensions, modernization of education and healthcare 

 

Wages. In 2026, the minimum wage in the country will increase from the current 400 euros to 500 euros. This is foreseen in the new governing program of the Socialists. The program also states that for the first 18 months of the application of this increase, there will be no additional taxes. So the state will pay contributions for the difference between 400 and 500 euros, so as not to burden either the employer or the employee.

"Minimum wage at 500 euros until 2026, with 18 months without any additional taxes for low-wage employees," the document states.

While the average salary, currently around 840 euros, is projected in the document to reach 1,000 euros in 2030, as well as to continue with another salary reform in the public administration.

"Average national salary €1,000 by 2030; in the public sector €1,200," the document foresees.

As for unemployment, a reduction in overall unemployment to 6% by 2030 from the current 8.5% is projected.

Pensions. Average pension of 400 euros and minimum of 200 euros by 2029, digitalization of the insurance system
By 2029, the government predicts that the average pension will reach 400 euros, while the minimum pension will be 200 euros. The Rama 4 government aims for the complete digitalization of the social security system, with an electronic register and online services, increasing transparency and traceability.

Main priorities: 

- To guarantee by the end of 2029 an average pension of around 400 euros for full contributors and a minimum pension of 200 euros, as part of the social protection package.

- Complete digitalization of the social security system (Electronic registry, end-to-end online services), for transparency and traceability.

- Reducing informality in the labor market by encouraging the declaration of real wages and systematic counseling of employers/employees, to increase the contribution base.

- Systematic use of bonuses according to economic developments.

- Pensions will cover about 40% of income earned during working years, by 2030, in line with European/ILO standards.

- Cross-border portability of benefits: conclusion and signing of mutual pension recognition agreements

Social programs. 1,500 new apartments by 2029, for the first time a center for adults with autism! What does the 'Rama 4' government program for social policies include?
The program foresees the construction of 1,500 low-cost apartments by 2029, the expansion of the social housing fund, and the use of confiscated assets for this purpose. 

During this mandate, the government aims to strengthen support for people with disabilities with dual payments and integrated services, as well as the creation of centers for children and adults with autism. It also aims to develop a digital system for managing social protection, and adopt a new package for young families with housing subsidies and soft loans. 

It also aims to increase social spending for vulnerable groups, promote employment programs for women and in rural areas, and increase services for the elderly. 

Some of the main priorities:

- We build at least 1,500 new low-cost housing units by 2029.

- We expand social support for people with disabilities, guaranteeing access to education, employment and public services.

- We double payments for children with disabilities by also combining financial benefits with integrated services and reviewing personal assistance.

- We are expanding services for people on the autism spectrum, by establishing new centers for children and creating for the first time a dedicated center for adults, to provide specialized and comprehensive support in their daily lives.

- We develop a digital system for social protection management, for transparency and traceability.

- We are building a new package to support young families, which includes housing subsidies and easier access to soft loans.

- We are expanding the social services network with 40 new services to guarantee better geographical coverage

Health. Reconstruction of all health centers by 2029, salary increase for white shirts by 25%. The Rama 4 government's health program aims to reconstruct all health centers by 2029 and transform the QSUT into a regional center of excellence. The focus is on Digital Health with electronic prescriptions and integrated systems, increasing the salaries of doctors and nurses by 25%.

The government aims to expand free basic health check-ups and services for pensioners, strengthen diagnostic and hospital capacities, and harmonize with EU mechanisms for health crises. Another objective is to ensure universal access to modern medicines, increase the number of medical personnel, and develop community-based mental health services.

Some of the main priorities in healthcare: 

- We will completely rebuild all health centers and ambulances by 2029.

- We make Digital Health a reality, with electronic prescriptions and referrals, integrated hospital systems and national registries, so that the service is faster, more transparent and harmonized with the most advanced European Union standards.

- The Basic Health Checkup Program will continue to be offered free of charge, while there will no longer be an age limit for all pensioners.

- We increase the salaries of doctors and nurses by 25% by 2029 to maintain competitiveness.

- We achieve harmonization with European mechanisms for responding to health crises, for better protection against epidemics and pandemics.

- We increase the number of doctors and nurses in the system, approaching EU standards for the ratio to the number of inhabitants.

- We ensure universal access to modern and innovative medicines and treatments, guaranteeing quality and equal coverage for all citizens.
 Education. Average teacher salary 1250 euros, AI integration, public transport company, food programs and 'after school'! The goal is emphasized to increase teacher salaries to 1,250 euros by 2029, the construction of 200 new schools and 1 thousand intelligent laboratories. 

Another objective of the government is the digitalization of education and testing, new curricula with Artificial Intelligence and integration into teaching, expansion of online services. It is also expected to establish a specialized agency certified according to international standards, which will enable the automatic recognition of diplomas. 

The program also provides for after-school meal programs in every municipality, the establishment of a public school transportation company and the provision of this service free of charge to students and teachers who live far from educational institutions. It also aims to double the number of students in vocational education, and the inclusion of the diaspora in policy-making, teaching, and scientific research.

Some of the main priorities for education:

- We implement the food program in every district center municipality and launch a new after-school program, within the fourth term.

- We develop new curricula where digital technology, innovation and artificial intelligence are integral parts, while all teachers are trained to implement them with digital skills and contemporary teaching methods.

- We digitize education and integrate artificial intelligence into teaching and learning, providing online textbooks through the SMIP platform and complete digital services from registration to communication with parents.

- We established the public school transportation company and began providing free transportation for students and teachers who travel a distance from their residence, in certain areas.

- We double the number of students in vocational education by investing 60 million euros in the construction of vocational schools and the installation of technical laboratories.

- We achieve that 35% of the total number of students attend vocational education and guarantee that by 2030 all vocational education students have dormitories with European standards.

- We include the academic diaspora in policymaking, teaching and scientific research, through government programs that follow the best international experiences and create bridges of cooperation.
