Fishery products that enter the market will have predetermined limit prices. The draft law on the functioning of fisheries markets, submitted for public consultation, defines the mechanism for preserving products, which aims to stabilize the market in cases where sales at the set prices are not ensured.

The storage conditions, permissible treatments, minimum periods and the method of returning products to the market are described. The criteria and procedures for determining the limit prices, which serve to activate the storage mechanism, are established.

Specifically, according to Article 32 of the draft, "Before the beginning of each calendar year, each producer organization may individually submit a proposal for the limit price that activates the conservation mechanism. The limit price may not exceed 80% of the weighted average price recorded for the relevant product in the area of ​​activity of the relevant producer organization, during the last three years preceding the year for which the limit price is set."

In determining the limit price, developments in production and demand; stabilization of market prices; regulation of markets; producers' income; and consumer interests are taken into account.

Whereas Article 31 provides that producer organizations in the fisheries and aquaculture sector benefit from financial support for the preservation of specified fishery products which are marketed inside and outside the territory of Albania, if they are placed on the market by the producer organizations and for which no buyer has been secured at the determined limit price; The products meet common marketing standards and are suitable for human consumption; The products have been treated or processed and are stored in tanks or cages, through freezing methods (on board ships or in land-based plants), salting, drying, marinating, or, where appropriate, through boiling and pasteurization, regardless of whether the products are filleted, cut into pieces or their heads have been removed; Aquaculture products are not kept in storage in a live state; The products are returned to the market for human consumption after the end of the storage period.

The draft law aims to enact clear rules for the sale of fishery products and increase transparency.
