Supporting foster families - Civil society is involved, the municipality selects and supervises

Foster families and children in alternative care will also be able to receive training, counseling, and psychosocial support from civil society organizations. The rules approved by the government determine the criteria and how these organizations will be included in the system.
CSOs will support municipalities in identifying children and families in need of alternative care, preparing foster families, and raising public awareness.
They can also provide training, professional counseling, and ongoing support for families and children. To be included, organizations must have at least five years of experience in child protection, alternative care, or social services.
They must have licensed social workers or psychologists on their team, guarantee data protection and implement measures to control the integrity of staff working with children. The selection will be carried out by municipalities through calls for expressions of interest, cooperation agreements or contracting of services.
The fulfillment of the criteria will be assessed by a commission established by the mayor, including through field verifications when necessary. However, the organizations will only provide technical and professional support, without decision-making rights. The assessment, approval and review of alternative care measures will remain the responsibility of the municipalities and public structures.
The implementation of the agreements and the quality of services will be supervised by local units and the State Social Service, while the Ministry of Health and Social Welfare will coordinate the process at the national level.
