Is home healthcare at risk of stopping? - Shllaku: Its continuity will be guaranteed for all patients who need it

Home healthcare is a necessity for any elderly person or patient who, due to health problems, is unable to receive health services at health centers.
According to a report by the organization "Together for Life", this service has improved access to care for patients in need but is at risk of being discontinued.
Eglantina Bardhi, TFL Director: “Home service should have a basic package that should be posted and have its own budget dedicated to target groups in need .”
This service was first piloted in 2021 as a new typology of healthcare in the country and aims to offer patients a wider range of services at home, through trained nurses.
Alma Lahe TFL Project Manager: " TFL has been lobbying and working for two years to finance this service, every new service needs a budget."
Among other things, the report also highlights problems with the lack of doctors and nurses in rural and remote areas. In many cases, white shirts refuse to work in these areas, further limiting patients' access to services. But the Mandatory Health Insurance Fund has given importance to guaranteeing the attentiveness of the service.
Markens Shllaku, Deputy Director of the Mandatory Health Insurance Fund: "Your proposal, as I understand it, is not to be a separate package. And here we discuss, it is right for discussion and there could be another solution. But what is most important is that we guarantee the continuity of this service. We will guarantee the provision of this service because we have a very good experience in escalating in the macro."
According to the analysis, every new service requires dedicated funding. Currently, the minimum cost for a nurse providing home care is around 2,700 lek per month for materials, 3,000 lek per month for transportation.
