Anyone who employs employees at home to carry out various tasks must pay social and health insurance.

The Tax Administration has appealed to heads of households who employ people for home services to formalize the employment relationship, emphasizing that in these cases they are considered employers for tax purposes.

The announcement aims to raise awareness about compliance with legislation and reduce the level of informality in this sector.

According to Tax clarifications, domestic workers are considered persons who provide various services within the family, such as childcare, assistance for the elderly, cleaning and maintenance of the house, food preparation, security, as well as other similar tasks related to the daily administration of the family.

The institution emphasizes that every head of household who hires a person for these services must follow several steps to comply with the law.

Initially, he must register with the Regional Tax Directorate according to his place of residence. He must then declare the employment relationship with the domestic worker, including the necessary identification data and working conditions. In case of changes in this employment relationship, such as termination or change in employment conditions, the head of the household must also update the data with the tax administration.

The Tax Administration underlines that the formalization of these relationships is important not only for the fulfillment of legal obligations, but also for the protection of the rights of domestic workers, who through declaration gain access to social and health insurance schemes. This, according to the institution, also helps in the creation of a more orderly and transparent labor market.

The notice emphasizes that accurate declaration of data is mandatory, as false declarations may be considered administrative violations, in accordance with the legislation in force for tax procedures in Albania.

Tax authorities state that they provide information, guidance and assistance to citizens throughout the registration and declaration process, with the aim of making the procedures as clear and easy to follow as possible.
