Water resources, management changes - SIGMA requested separation from the Prime Minister's Office, the Agency moves to the Environment

Water resources management will no longer be under the Prime Minister's Office, following recommendations in the SIGMA report that called for strengthening the center of government in Albania. According to a draft law issued for public consultation by the Ministry of Environment, the Water Resources Management Agency will be transferred to this department.
The SIGMA report highlighted that a significant number of institutions report directly to the Prime Minister's Office, suggesting a review of this structure and the transfer of some institutions under the relevant ministries, with the aim of increasing the coherence of public policies, improving institutional coordination and increasing administrative efficiency.
According to the accompanying report of the draft law, it is considered most appropriate for the Water Resources Management Agency to be placed under the Ministry of Environment, given the direct link that water management has with environmental policies and the protection of ecosystems. This configuration is also considered in line with European Union practices, where water management is treated as an environmental and ecological issue.
The proposed changes foresee that the Ministry of Environment will assume the role of the central policy-making authority in the water sector, defining strategic orientations, programs and planning instruments for the integrated and sustainable management of water resources. At the same time, the Water Resources Management Agency will continue to be the institution responsible for the implementation of policies, strategies and projects related to the quantitative and qualitative conservation of waters in the country.
