Vorë-Hani i Hotit Railway, towards construction - EBRD moves to the second phase of the tender for the 368 million euro project

The European Bank for Reconstruction and Development has moved to the second phase of the tender for the construction of the Vora - Hani i Hotit railway line, inviting companies that have passed the pre-qualification phase to submit technical and financial bids.
The names of the entities that passed the first phase have not been made public, while TV SCAN previously learned that there were 16 companies from Europe and Asia that had expressed interest in building this railway line. The list of applicants includes companies from Turkey, Italy, China and India, as well as several international consortia competing in the form of joint ventures, combining technical and financial capacities to meet the required criteria.
According to EBRD rules, only companies that have passed the pre-qualification stage will be able to submit their bids to pave the way for the selection of the winner. The documents will have to be submitted by February 1, 2026.
Authorities have confirmed that the goal is for the remaining procurement phases to be completed within the first half of 2026, considering 2030 as still realistic for the full completion of the railway line.
This project, with a total value of 368 million euros, is among the most important in the framework of the modernization of railway transport in the country. It is co-financed by the EBRD, the European Investment Bank (EIB) and a grant from the European Union.
The works will include the rehabilitation of approximately 120 kilometers of existing railway, enabling operating speeds of up to 120 km/h.
