The Tax Administration has concluded the preliminary phase of harmonization of legislation for the implementation of the DAC7 Directive, an important European Union act aimed at increasing fiscal transparency in the digital economy. This directive imposes new reporting obligations on digital platforms regarding the income that individuals and businesses earn through them.

But what is the DAC7 Directive? The DAC7 Directive (Directive on Administrative Cooperation 7) is part of the European Union's package on administrative cooperation in the field of taxation. It obliges digital platforms such as online marketplaces, service platforms, rental applications or those selling products, to collect and report to tax authorities information on sellers and the income they generate through the platform.

The main goal of DAC7 is to ensure that income generated in the digital economy is taxed fairly, avoiding tax evasion and reducing informality.

What changes for platforms and sellers? With the implementation of DAC7, digital platforms will be obliged to: identify active sellers on the platform; collect data on transactions and revenues generated; report this information periodically to the Tax Administration.

This data will serve tax authorities to verify the compliance of tax returns and to guarantee fiscal equality between entities operating in the traditional and digital markets.

According to the Tax Administration, the objective is for full legal harmonization to be completed by 2026, while the reporting system to be functional no later than 2027. This process constitutes an important step in the alignment of the Albanian tax administration with European Union standards and in the modernization of fiscal control.

The implementation of the DAC7 Directive is expected to increase transparency, guarantee fair competition and strengthen trust in the digital economy, while contributing to the expansion of the tax base and the formalization of online economic activity.
