Two large photovoltaic parks in Albania - ERE initiates procedures for 120 MW in Lushnja and Devoll

Two new photovoltaic projects, with a combined capacity of 120 MW, have advanced in regulatory procedures for electricity production in Albania.
At its last meeting, the Board of the Energy Regulatory Authority decided to initiate procedures for licensing the electricity production activity for two large photovoltaic plants, which are expected to be built in Lushnja and Devoll.
The largest project envisages the construction of a photovoltaic plant with an installed capacity of 70 MW in Savër i Lushnja, in Fier County. The project also includes ancillary works, without changing the total installed power.
Meanwhile, the other project envisages a photovoltaic power plant with a capacity of 50 MW, which will be located near the village of Vërnik, Bilisht Center Administrative Unit, Devoll Municipality.
Taken together, the two investments represent 120 MW of planned capacity, a significant power for the size of the Albanian energy system. For comparison, the two plants together would have a capacity of about 86% of the 140 MW Karavasta photovoltaic park.
In relation to the approximately 3,213 MW of installed generation capacity that Albania had at the end of 2024, 120 MW represents approximately 3.7% of the system's installed power in that period.
Both projects had previously received the approval of the Council of Ministers. The 50 MW project in Devoll was approved in March 2026, while the 70 MW project in Savër was approved in May 2026. For both investments, it is envisaged that the construction permit, construction and commissioning will be completed within 36 months from the entry into force of the relevant decisions.
The projects are not subject to concession and do not benefit from support measures for electricity production.
The ERE's decision to initiate licensing procedures does not mean that 120 MW will be immediately added to Albania's generation capacity. The plants must complete the relevant procedures, be built and connected to the system before they can be considered operational capacities.
The two projects are part of the rapid expansion of investments in solar energy, which in recent years are gradually changing the structure of electricity production in Albania.
