Senate limits Trump's military actions - Must be authorized by Congress.

The US Senate passed a resolution that would bar President Donald Trump from taking further military action against Venezuela without congressional authorization, paving the way for further consideration in the 100-member chamber.

The vote on a procedural measure to move the resolution forward was 52 to 47, as several Trump Republicans voted with Democrats in favor of the resolution.

"Nobody has ever regretted a vote that simply says, Mr. President, before you send our sons and daughters to war, come to Congress. This is a vote that nobody has ever regretted and nobody will ever regret," Democratic Senator Tim Kaine of Virginia, who led the resolution, told senators before the vote.

The vote came days after U.S. forces captured Venezuelan President Nicolas Maduro in a dramatic military raid in Caracas. Maduro's capture shocked world leaders and angered some U.S. Democrats, who said Rubio and other Trump administration officials had lied to them by insisting they were not planning regime change in Venezuela.

Republicans insist that the weekend operation did not require congressional approval because it was too brief and involved "law enforcement" to bring Maduro to court in New York.

"Nobody has any information that the president is using armed forces against Venezuela. He did it for about 47 minutes last weekend," said Republican Senator from Idaho, Jim Risch, before the vote.

The Trump administration accuses Maduro of overseeing a cocaine trafficking network that collaborated with violent groups, including Mexico's Sinaloa and Zetas cartels, Colombia's FARC rebels and Venezuela's Tren de Aragua gang.

Maduro has long denied the charges, saying they were a cover for imperialist plans over Venezuela's rich oil reserves.
