New Eurobond in 2027 - 2026, without access to international markets. 45 billion lek net borrowing in the domestic market

In 2027, Albania will issue a new Eurobond, while next year it will not make any exits to international markets and will rely mostly on domestic borrowing through the issuance of government securities.
According to the Borrowing Plan published by the Ministry of Finance, the latter will provide 45 billion lek of financing in the domestic market during 2026 through the issuance of treasury bills and bonds. Therefore, 45 billion lek of new debt will be added to domestic borrowing by the end of 2026, while total gross issuance is expected to be around 380.11 billion lek over time, including debt refinancing, i.e. the repayment of old debt obligations by issuing new government securities.
The Ministry of Finance will continue the issuance of 20-year bonds, first issued in 2025 through four auctions with satisfactory results. During 2026, this instrument will be issued in January and June, and will be reopened in March and September.
Despite the fact that there will be no access to international capital markets with a new Eurobond, the government will receive loans from international financial institutions in the amount of 46.97 billion lek, and considering the foreign debt that is repaid during the year, net borrowing is expected to result in 10.27 billion lek.
The most recent issue on international markets was in February 2025, when a 10-year bond instrument was issued, i.e. a Eurobond with an amount of 650 million euros, a coupon of 4.75%, a yield of 5.0%. During the years 2010-2025, our country has issued 7 Eurobonds on international markets, of which 3 have matured. 4 Eurobonds are outstanding with maturities in 2027, 2028, 2031 and 2035.
