"Arsonists will be treated as murderers" - Rama: Blacklist for illegal construction
"Arsonists will be treated as murderers," was Prime Minister Rama's statement as he presented the package of legal measures for the protection of the territory.
"Penalties for arson should be much more severe than those for illegal builders. There can be no 5-10-year sentence for arson in a protected forest area. You can demolish an illegal building, but it takes years to regenerate the forest. Arsonists should be punished as murderers. This is premeditated murder, because along with the forest, your house is gone."
Also, harsh measures are foreseen for builders without permits, while he said that changing the project will constitute a criminal offense.
"We will make all these changes, by directly holding those who are the links in the construction, from the architect, etc., accountable. Everyone is part of a chain of blame, with the builder at the center, who will be blacklisted and will no longer be allowed to build. The measure will be very severe, up to confiscation of the building, administered by the state. It is important to block the chain because builders do not operate alone, but with architects who accept the deformations and do not notify the authorities. This failure to notify will be a criminal offense and participation in a criminal offense, and the architect will lose everything."
The Minister of Justice, Ulsi Manja, presented in detail the changes foreseen in the Criminal Code.
The Prime Minister emphasized that this legal package will be one of the first priorities of the new government.
