Renewable energy development/Self-producers on the rise, but energy communities

Our country's progress towards self-production and the creation of energy communities is at 75%, according to the annual Energy Community implementation report for 2025.

The report highlights that net metering is currently in force, enabling consumers to install renewable energy plants with a capacity of up to 500 kW, for self-consumption purposes. Meanwhile, the legal changes undertaken guarantee the inclusion of citizens in renewable energy communities, while preserving their rights and responsibilities as end consumers. “However, no renewable energy community has been created so far,” the document states.

An energy community is a group of people who come together to plan, invest in and manage clean energy projects, from technical planning to business model design, technology deployment and maintenance. It allows members to take control of production and consumption, providing a level of decentralization of the energy system. Experts say energy communities bring significant economic and social benefits, including reducing energy prices and addressing energy poverty.

Meanwhile, the number of consumers who self-produce electricity has increased significantly in recent years. According to data reported for 2025, there are 4,097 self-producers of electricity in our country, with a total installed capacity of 398 MWp.
