National Fund for the Rehabilitation of Mining Areas - Draft Strategy 2026-2024

The Draft Mining Sector Strategy 2026–2040 highlights one of the gaps in the administration of mining activity in Albania, which is the lack of a National Fund for the Rehabilitation of Mining Areas. According to the strategic document, this fund would be the key instrument to guarantee financial coverage of projects for the cleaning, rehabilitation, recovery and reuse of mining areas after the end of mining activity.

Currently, although mining entities have a legal obligation to rehabilitate the environment and are required to provide individual financial guarantees, in the form of deposits or bank guarantees, this approach is considered fragmented. Guarantees are managed in a decentralized manner and are used only for active licenses and specific areas where mining activity is carried out, without creating a unified financial mechanism at the national level.

The strategy emphasizes that this model is not sufficient to address pollution accumulated over the years, abandoned mining areas, or abandoned spaces without legal owners, where intervention requires considerable funding, institutional coordination, and transparency in the use of public and private funds.

For this reason, the draft Mining Strategy considers the creation of a unified National Fund as a necessity for the period 2026–2040. This fund is envisaged to function as an integrated financial mechanism, where mining industry contributions and public funds are managed jointly, with clear rules, institutional oversight and transparency.

Its operationalization is expected within 2026, while the aim is to finance at least three major rehabilitation projects by 2040.
