Solar power plants, new applications for 135 MW - Interest in plants in Fier, Saranda and Libohova. They do not benefit from support measures

Private sector interest in the construction of photovoltaic power plants continues to remain high at the end of 2025, with three new applications filed with the Ministry of Infrastructure and Energy for the construction of solar plants, which are not subject to concession and do not benefit from state support measures.
According to official announcements published by the Ministry of Energy, the company “I&N ENERGY” sh.pk has submitted an application for the construction of a photovoltaic plant with an installed capacity of 25 MW, in Darëzezë, Fier. Another application was submitted by the company “PARK SOL ENERGY” sh.pk, which aims to build a photovoltaic plant with a capacity of 50 MW in Saranda, while the company “HD SOLAR” sh.pk has applied for the construction of a solar power plant with an installed capacity of 60 MW in the Administrative Unit of Libohova Center.
In total, the three new projects represent an installed capacity of 135 MW and confirm the continued interest in investments in solar energy in our country, mainly through projects that are developed outside of state support schemes.
Currently, solar energy is still underutilized by large plants, but despite this, its share in total energy production has increased significantly. According to official data for 2024, about 6.25% of the country's total energy was produced by solar power plants, with the largest share being held by the Karavasta Photovoltaic Power Plant, which generated 53% of the solar energy produced nationally.
