The "Pension Fund" is in its best days when it comes to collecting contributions from all employees in the country,

The year 2025 had a positive performance in terms of pension scheme provision, as income from social and health insurance contributions increased significantly.

Official data from the Ministry of Finance shows that for the period January-November 2025, approximately 163.4 billion lek, or about 1.7 billion euros, were collected in social and health insurance obligations paid by employees in the public and private sectors in Albania.

Compared to the previous year, the "pension budget" has benefited 168 million euros or 11.4% more than the period of 2024, as well as with a realization of 100.5% of the plan for the period.

On the other hand, this figure is a record in the last decade, increasing by over 150% compared to 2015.

The pension scheme is benefiting from an expanding contributor base and rising wages, reflecting an improvement in the collection of social security contributions. According to official data, the Tax Administration collects around 96% of total contribution revenues, an indicator of the strengthening of tax administration and the formalization of the labor market.

The increase in revenue from contributions is mainly based on the increase in salaries in the public administration, accompanied by the expansion of the salary fund in the private sector, as well as on the measures taken within the framework of the Medium-Term Revenue Strategy and Action Plan for 2025, oriented towards good tax administration and actions against salary understatement, as well as the establishment of reference salaries in the tourism sector and, more recently, in construction.

Data from payrolls declared to the Tax Administration for the first 9 months of 2025 show a significant increase in the number of contributors. During this period, there were approximately 751,520 taxpayers registered on the payroll, or 12,616 more contributors, or a 1.7% increase compared to the same period in 2024.

But while the revenues in the budget of the Social Security Institute have increased, in parallel, the expenses in the scheme have also increased at the same level.

The minimum payment for social security and health insurance contributions per individual is around 11 thousand lekë in the country, while from January 1, 2026 and onwards, with the increase in the minimum wage nationwide to 50 thousand lekë, an increase in income from contributions is also expected.

Currently, with the advice of the World Bank, the Albanian government is preparing a new social protection reform, with the aim of further increasing support for these categories, as well as ensuring a fairer ratio between the level of contributions and benefits in the pension scheme. The government's goal is that in four years, the average pension in Albania will reach the level of 400 euros.
