636 billion euros generated from 11-month consumption/ Budget collects 89 million euros more from VAT

The year 2025 has marked a significant increase in consumption in the country. Albanian citizens but also foreign tourists have shown a tendency to spend more on products and services during the period January-November 2025.
Official data from the Ministry of Finance show that revenues from Value Added Tax are the item with the most positive performance, after personal income tax, in tax revenues in the 11-month period.
Specifically, the revenues from VAT collected (net) amounted to 63.6 billion lek or about 636 million euros.
Compared to the same period a year ago, approximately 89 million euros more were collected, or 16.3% more.
Also, 23 million euros were collected, or 3.7% more than the plan for the period. Reimbursements granted for the period January - November 2025 amount to 224 million euros.
Among the factors that have influenced this performance is the gradual increase in the number of tourists in our country, who, in addition to their interest in coastal areas, have had an increased interest in historical and mountainous areas. Given that low-cost airlines offer cheap ticket prices, various agencies organize guided tours for tourists. Weather conditions have also been favorable, causing tourism to produce high consumption in all seasons.
Meanwhile, another factor that has influenced this positive revenue performance has been the reform of salaries in the administration, for a number of categories that are paid from the state budget, thus giving citizens many opportunities to spend. This reform has also set the private sector in motion by indirectly encouraging an increase in salaries, which has also led to increased consumption.
On the other hand, a more stabilized inflation rate throughout this year has been reflected in more consumption.
