3.6 million euros for the Albania-Kosovo border/ Ratification of the EU 2025 fund, environment and tourism in focus

The Council of Ministers has submitted to the Assembly for ratification the amending financing agreement no. 1 between the Republic of Albania, the Republic of Kosovo and the European Commission for the Albania-Kosovo Cross-Border Cooperation Programme 2021-2027. In essence, this amendment formalizes the financial commitment of the European Union for 2025 in the amount of 3.6 million euros, as provided for in the annex to the previously ratified financing agreement.
In total, the program has an estimated budget of 9,734,116.64 euros and the maximum EU contribution is set at 8.4 million euros.
The project foresees that the financing of each supported initiative will be in the ratio of 85% EU grant and 15% co-financing, which must be covered by the beneficiary who will implement the project. For the period 2025–2029, it is estimated that Albania could benefit from around 4 million euros, while the indicative co-financing is estimated at around 600 thousand euros, spread over the years.
The focus of the program is to promote good neighborly relations and European integration, by providing concrete impact in the cross-border area through improving the protection and conservation of environmental resources and developing sustainable cultural and natural tourism.
The benefit area includes the Kukës and Lezha regions on the Albanian side, while on the Kosovar side, the Southern Economic Region and the Western Economic Region, with municipalities such as Prizren, Peja, Gjakova, etc.
The report also highlights that the program is continuing according to the work plan approved by the Joint Monitoring Committee, with promotional and information activities, while the first call for project proposals was opened in September 2025.
Regarding the entry into force, the amendment to the agreement is expected to be activated after the completion of the internal legal procedures of both beneficiaries, and the European Commission will announce the final date, which according to the document, should not be later than
