Government decisions, National Civil Aviation Facilitation Program approved
The Government has taken a series of important decisions at today's meeting on October 8, 2025, including the Approval of the National Civil Aviation Facilitation Program and the organization and functioning of the National Civil Aviation Facilitation Committee.
According to the Media and Information Agency, among other decisions of the Council of Ministers are:
-Approval of some amendments to Decision No. 598, dated 1.7.2015, of the Council of Ministers, “On the determination of the rules and procedures for the assessment of the impact on the transboundary environment”
-Authorization of the Ministry of Tourism, Culture and Sports as the founder of the "CulturAlb" foundation
This foundation aims to preserve, produce, exhibit, promote, market, and sell souvenirs and other artistic products, promote material cultural heritage, within and outside the territory of the Republic of Albania, and any other activity provided for in the statute and in the act of establishment.
-Permitting the presentation abroad, at the exhibition "Democracy through Law", at the "Doge's Apartments at Palazzo Ducale" museum, in Venice, Italy, for the period 11 October 2025 to 6 January 2026, as part of the official activities in the framework of the 35th anniversary of the European Commission for Democracy through Law, organized in cooperation between the Italian Office of the Council of Europe, the Venice Commission, the Archival and Bibliographic Superintendence of Veneto and Trentino-Alto Adige, the State Archives of Venice, the "Musei Civici di Venezia" foundation and the Veneto Regional Council, of the following documents, part of the Archival Fund of the Republic of Albania:
a) Law no. 8417, dated 21.10.1998, “Constitution of the Republic of Albania” (40 pages);
b) Decree no. 2241, dated 21.10.1998, of the President of the Republic, “On the promulgation by referendum of the Constitution of the Republic of Albania” (1 page);
c) Decree no. 2260, dated 28.11.1998, of the President of the Republic on the promulgation of the law (1 page).
2. The documents mentioned in point 1 of this decision shall be sent abroad and returned within the country in the period between October 1, 2025 – January 15, 2026.
Some changes have also been made to the composition of the institutions.
-Mr. Arben Çuko, prefect of the Fier District, is relieved of this duty.
-Mr. Anduel Xhindi is appointed prefect of the Fier District.
-Mr. Plator Nesturi, prefect of the Vlora District, is relieved of this duty.
-Ms. Evis Allushi is appointed prefect of the Vlora District.

ABOUT
APPROVAL OF THE NATIONAL FACILITIES PROGRAM
IN CIVIL AVIATION AND THE ORGANIZATION AND FUNCTIONING OF THE NATIONAL COMMITTEE ON FACILITIES IN CIVIL AVIATION
In accordance with Article 100 of the Constitution and points 3 and 4 of Article 129 of Law No. 96/2020, “Air Code of the Republic of Albania”, upon the proposal of the Deputy Prime Minister and Minister of Infrastructure and Energy, the Council of Ministers
DECIDED:
1. Approval of the National Civil Aviation Facilitation Program, according to the text attached to this decision and forming an integral part thereof.
2. For the implementation of this program, the National Civil Aviation Facilitation Committee (hereinafter, the Committee) is established, which consists of:
a) the executive director of the Civil Aviation Authority – chairman;
b) a representative of a middle or senior management level from the ministry responsible for transport – member;
c) the director of the directorate responsible for migration from the ministry responsible for internal affairs – member;
ç) the director of the department responsible for issuing passports from the ministry responsible for internal affairs – member;
d) a representative of medium or high management level from the General Directorate of the State Police – member;
dh) the Director General of the General Directorate of Customs – member;
e) a representative of medium or high management level from the ministry responsible for health and social protection – member;
ë) a representative of medium or high management level from the ministry responsible for tourism – member;
f) a representative of medium or high management level from the ministry responsible for agriculture and rural development – member;
g) representative selected by air operators operating in Albania – member;
gj) representative selected by ground handling service operators at international airports of the Republic of Albania – member;
h) executive directors of airport management entities in Albania.
3. The Committee shall meet twice a year upon notice from the Chairman. The Committee may hold ad-hoc meetings whenever deemed necessary, in order to review the situation of the facilities and find solutions to problems that may arise.
4. Experts with specific knowledge and who may be of particular interest to the Committee may be invited to participate in its meetings.
5. The Committee shall have a Secretary, who shall be an employee of the Civil Aviation Authority and shall be responsible for carrying out all administrative preparations for the meetings of the Committee in cooperation with the Chairman.
6. The date, time and agenda of the meeting shall be notified in writing to the members of the Committee at least 10 (ten) days prior to the meeting.
7. For each meeting, the secretary of the Committee shall keep minutes and distribute them to the members of the Committee within 15 days of the end of the meeting.
8. The Civil Aviation Authority and the National Civil Aviation Facilitation Committee are charged with the implementation of this decision.
This decision enters into force upon publication in the "Official Gazette".
