Training of Albanian military pilots - "KAYO" will contract a private entity for the development of simulator programs
The Albanian state-owned arms production and trading company, KAYO, will set up several education and training programs for helicopter pilots and air traffic controllers.
A decision published in the Official Gazette foresees that KAYO will cooperate with private entities to build capacity to provide education and training programs for pilots of the Albanian Air Force, the air forces of partner countries, civilian pilots, civil and military aviation controllers of Albania or partner countries.
Private entities can be domestic or foreign, which meet the legal and technical criteria for building capacities for providing education and training programs.
Flight simulators and training helicopters will be used to train pilots and controllers.
During the negotiation process, the private entity must provide the state-owned company "KAYO" with detailed plans for the placement of simulators, along with a description of the needs for accommodating all equipment necessary for the operation of the programs; flight simulators, ensuring compliance with the requirements of the Armed Forces and NATO standards; software necessary for the operation of simulators and all other equipment; training helicopters according to the number and type determined in cooperation with the Albanian Air Force; curricula for the training of pilots and flight controllers; spare parts for training helicopters, simulators and any other necessary equipment.
For the development of training programs, KAYO can provide the private entity with the necessary security infrastructure and security guarantees in all structures where it provides training; real estate in the form of buildings; logistical support infrastructure for the operation of training structures, such as: water, electricity, internet service, security systems and any other logistical system necessary for capacity building, according to NATO standards, land for construction and others.
Also, the Albanian company for the production and trade of weapons will cooperate with specialized companies for the training of trainers for the preparation program, for the training of flight controllers, as well as military and civilian pilots.
