How to apply for free oil in agriculture? - Instructions/ Criteria and deadlines that farmers must meet
Farmers who want to benefit from cash payments for oil in agriculture must apply online, filling in the data through self-declaration and uploading the required documentation to the system.
The Ministry of Agriculture's instruction details that the online application form via e-Albania is completed by the applicant on a self-declaration basis, regarding: the plots cultivated during the year (first plantings); the crops planted or to be planted on those plots during the year (first plantings).
The farmer will declare the areas of the first plantings of agricultural crops, which includes plantings in the autumn and spring periods (October 1, 2024 to May 31, 2025). The declared area includes only the first plantings and is counted as cultivated only once.
For greenhouse vegetables, the farmer will declare the areas planted with greenhouse vegetables at the time of application and/or the areas to be planted by May 31, 2025;
For fruit trees, the farmer will declare the existing area planted with these plants at the time of application, as well as the areas to be planted by May 31, 2025, provided that the new areas are not replacements of the declared areas planted with the same plants or with other plants.
For open field crops, annual field crops and field vegetables, the farmer will declare the areas: i. with field crops planted in autumn 2024 (fact at the time of application) and/or to be planted by May 31, 2025.
The documentation required to be uploaded online, according to this instruction, must be original or notarized, and must be in Albanian or, if in a foreign language, must be translated by an authorized translator and certified by a notary.
The land ownership documentation (certificate) uploaded to the system will be considered valid if it is confirmed by the ASHK during the administrative control. In the case where the AMPT is uploaded to the system, it will be considered valid if it is confirmed by the ASHK or the local self-government units (LGUs) during the administrative control.
Confirmations of ownership documentation (certificate or AMTP) made in applications for oil for agriculture in 2022, 2023 and/or 2024 are also considered valid.
The documentation that must be uploaded to the system depends on the ownership or use status of the agricultural land for which it is applied and its registration status with the Agricultural Land Registry.
Lease/loan contracts/legal documents signed by the parties will also be considered valid. If the contract or document is not notarized, it must be confirmed by the administrative unit and include identification documents of the parties.
Farmers will receive cash payments ranging from 130 euros to 186 euros per hectare for the fuel they use for mechanized agricultural work. The funding will be based on the crop being planted.
