Housing 2.0, housing policy changes - Government aims to expand support for

The government is preparing a significant change in housing policy, moving from a model focused primarily on families in need towards an integrated national affordable housing system.

At the presentation of the National Housing Program for Albania, "Renaissance 2.0", the Minister of Economy and Innovation, Delina Ibrahimaj, said that demographic changes, rising housing prices and urban development require a new approach.

According to her, since 2018, about 30 thousand families, or about 100 thousand citizens, have been supported through housing policies. During this period, soft loans have been provided to 7,219 families, rents have been subsidized for 14,512 families, and 1,058 social housing units have been built. In addition, over 6 thousand families have benefited from housing improvements.

But the minister stressed that today's reality is different. The number of families has increased by 4.7% in 11 years, while the average family size has decreased from 3.9 to 3.2 people. In parallel, housing prices have increased significantly, influenced by high demand in cities and tourist areas.

The new policy aims to go beyond the vulnerable categories. The focus will also include young couples, doctors, teachers, police officers, young people moving for work, and the middle class, who need more affordable housing.

The new model will link housing with urban planning, public land, transportation, jobs, and public services, so that housing is built where the needs are greatest.

Another change is foreseen in the management of funds. The 3% contribution of developers will be collected in a national fund for social and affordable housing. Meanwhile, income from rentals and sales of affordable housing will be reinvested in housing policies.

According to Ibrahimaj, the National Housing Authority will be transformed into a public company, with responsibility for the construction and management of social and affordable housing.

Currently, around 82% of Albanian families own a home, compared to 68% in the European Union. The government aims to maintain the high level of ownership, while the new legal package and new housing policy instruments are expected to be presented soon.
