Cybersecurity, we climb to 15th place in the world - National Cyber

Albania has marked an extraordinary achievement in the field of cybersecurity, ranking 15th in the world with 85 points, according to the National Cyber ​​Security Index (NCSI).

This result represents an increase of 39 positions compared to 2023, when our country was in 54th place with 62.34 points. In just two years, Albania has surpassed dozens of major countries, becoming one of the most extraordinary success stories in global cybersecurity.

What are some of the progress points according to NCSI (2023 → 2025)?

Legal and institutional framework – Albania has updated the legal framework, new bylaws have been adopted, there is a national strategy, a functional action plan, and the role of AKSK as the central authority for cybersecurity has been consolidated.

Public awareness and threat analysis – 100% compliance has been ensured: reports on cyber threats are published and regular awareness campaigns are conducted, increasing the level of information of citizens and institutions.

Incident response – from obvious gaps in 2023, today Albania has achieved 100% compliance, with national CIRT capacity, online reporting mechanisms and legal obligations for operators.

Crisis management – ​​one of the areas with the most significant growth, thanks to the national cyber crisis plan and national and regional practical training.

Protection of critical infrastructures and personal data – 100% compliance has been achieved, establishing legal obligations for critical infrastructures, audit schemes and protection guaranteed by responsible authorities.

International cooperation – Albania has met 100% of the indicators, actively participating in EU, OSCE networks and global capacity-building initiatives.

The National Cyber ​​Security Index (NCSI) is an international index that measures the level of preparedness of states to prevent threats and manage cyber incidents. It is developed by the E-Governance Academy (EGA) in Estonia, an organization globally recognized for its expertise in digital governance and cybersecurity.

The index includes 112 countries and evaluates over 40 indicators covering: legal and institutional framework, protection of critical services and personal data, crisis response and management capacities, and international cooperation.

The 2025 result shows that Albania, through the National Cyber ​​Security Authority, has built sustainable institutional and technical capacities, making cybersecurity a key element of our country's development and digital integration.
