From housing to support for women and the elderly - The government's plan

As Albania's European path passes through deep reforms in various sectors, one of them is the construction of a social and inclusive state. The Albanian government has placed welfare in the 3 main pillars of the 4-year program.

From building affordable housing to establishing autism centers, this program is not just about protection, but about a dignified life for every citizen, especially for vulnerable groups.

The family remains the center of social policies, supporting young families and their children with affordable housing and financial support.

Construction of at least 1,500 new low-cost housing units by 2029.

The government aims to expand the social housing fund, including adapting former dormitories and state-owned properties for housing, as well as using revenues from confiscated assets to finance social housing programs.

We expand social support for people with disabilities, guaranteeing access to education, employment and public services. Doubling payments for children with disabilities, also combining financial benefits with integrated services, and reviewing personal assistance.

The goal of this program is to move from assistance to activation, by linking aid to education and health, a model that the European Union supports to break the cycle of poverty.

Another plan is to strengthen the network of community centers and social services, in partnership with municipalities.

Structures for elderly care, home assistance, and psychosocial counseling are the basis for building a new culture of care that has often been lacking, especially for lonely elderly people, which remains an open wound in society.

The government's plan also extends to autism, doubling support for children with disabilities and creating for the first time a center for adults with autism, which has been lacking until now.

The government program also focuses on women, especially those in rural areas, who are often unable to find work and in unfavorable social circumstances. With the aim of integrating them, it aims to open 20 new social enterprises in rural areas.

This program goes beyond social assistance as a concept of the past and attempts to build a new social state, where the citizen is not only a beneficiary, but a co-contributor to the social and economic life of the country.
