"The "e-Kosova" platform has shortcomings" - The National Audit Office publishes the report
The National Audit Office (NAO) has conducted an audit of the Information Technology “e-Kosovo Online Services Platform” for the period 2024 – June 2025, which assessed whether this platform provides citizens with efficient, accurate, secure and reliable electronic services. The focus of the audit was on the services “Child Allowances”, “Property Tax”, “Book Subsidy” and the “Electronic Payments” module.
According to the report, although the "e-Kosova Platform" has contributed to the digitalization, transparency and efficiency of administrative processes, it continues to face shortcomings in application controls, which affect the integrity, accuracy and security of data.
The audit results show that for the services “Book Subsidy” and “Child Allowances”, the lack of proper system interconnection has allowed the benefit of the book subsidy without fulfilling the necessary conditions and for child allowances, double applications. The lack of real-time payment status updates and weak controls in the payment module have allowed the same payments to be executed multiple times, causing financial damage to citizens.
The report notes that the Information Society Agency, which manages the e-Kosovo platform, has not set sufficient standards for contract management, leaving uncertainty over responsibilities for information security, does not guarantee a secure information environment due to outdated and lacking policies, and is not prepared to restore services in cases of emergency or disaster, jeopardizing the continuity of electronic state operations.
According to the report, the e-Kosovo platform has made significant progress in the digitalization of public services, however, there are still challenges in systems integration, information security, data control and reliability, as well as business continuity.
In order to improve the controls, integration, digitalization and security of the e-Kosovo platform, the National Audit Office has issued 15 recommendations.
