Car insurance became more expensive - AMF: The average premium increased by 6% in 2025, but still remained among the lowest in the Balkans

Mandatory car insurance in Albania has become more expensive, but our country continues to have one of the lowest average premiums in the region. The latest data from the Xprimm report shows that for 2025, Albanian drivers paid an average of about 12,800 lek, or approximately 128 euros, for mandatory vehicle insurance.
Compared to a year ago, the average premium in Albania has increased by about 6%. So, the cost of insurance has increased, but Albania remains at relatively low levels compared to other Balkan countries.
In the region, North Macedonia has the lowest average premium, around 105 euros. Serbia ranks next, with around 125 euros, while Albania comes right behind, with around 128 euros.
In Montenegro, the average insurance premium is around 140 euros, while in Bosnia and Herzegovina it is around 153 euros. The difference becomes even more noticeable when the comparison is extended to European Union countries. In Croatia, for example, the average premium is around 195 euros, while in Slovenia it is around 280 euros.
So, even though the price of insurance has increased in Albania, the average cost remains among the lowest in the region.
On the other hand, Albanian market data shows that compulsory motor insurance continues to be one of the main products of the insurance market. In 2025, compulsory motor insurance premiums increased, while the number of contracts also expanded.
Another indicator in the Xprimm report is the combined ratio, which shows how much of the insurance companies' revenues go to claims and other operating costs. For Albania, this indicator is around 98.5%, very close to the level where expenses and claims reach premium revenues.
At a time when car insurance is a mandatory expense for every driver, a comparison with the region shows that Albanians pay less than drivers in some of the other Balkan and Central European markets, even though the price has increased over the past year.
In other words, insurance has become more expensive, but Albania continues to be among the markets with the cheapest mandatory auto insurance in the region.
