The government has officially given the green light to the implementation of the law on online sports betting.

The decision approved by the Council of Ministers determines the evaluation criteria, deadlines, competition procedure and scoring methodology of entities for granting licenses for the online sports betting category, in accordance with the law in force.

According to the decision, regarding licensing, the documentation submitted by the applicants is evaluated with points, according to the criteria and the maximum weight for each criterion. Specifically, the economic offer or the value offered by the applicant on the licensing fee for on-line sports betting, 30 points; Experience in the field of gambling, 30 points; Business plan for the on-line betting activity, 5 points; Organizational and administrative capacities, 20 points; Capacities for the software solution used, license models, internationally recognized standards or certifications, 15 points.

The maximum points that a proposal can receive are 100. After calculating the points for each proposal, the applicants are ranked in descending order according to the points their proposals have received. The best evaluated proposal is the proposal that has received the most points in the evaluation. In the event that two or more proposals result in the same points, their ranking is determined by drawing lots.

The license is granted to the applicant entity that meets the criteria provided for in the law and is ranked on the winning list in descending order of points received.

According to the decision, the selection of the entity/entities for granting the license to allow the organization of on-line sports betting will be made through a competitive procedure, and the total number of licenses at the national level will not exceed 10.

Applications are submitted only by legal entities registered as joint stock companies. The applicant is legally obliged to pay an application fee for his application in the amount of 500 thousand lek in favor of the AMLF, a fee which is not refundable regardless of the successful or unsuccessful application of the applicant entity.

The Licensing Commission and the Gambling Supervisory Authority, through the Commission, make a detailed assessment of the applications and then come to a decision on the winning entities. If they are dissatisfied, within 10 days from the date of publication of the winner's announcement, the entities participating in the competition have the right to submit a written complaint to the Minister responsible for Finance regarding the procedure carried out.
