The process of accession of several Western Balkan countries to the European Union is progressing rapidly. The EU-Western Balkans summit to be held this Tuesday is a key moment in enlargement policy.

Albania is the country with which the European Union has opened negotiations for group chapters faster than with any other country in the region. Although Montenegro is closer to EU membership compared to other neighboring countries, it still took 8 years, from 2012 to 2020, to open all chapters.

North Macedonia held the First Intergovernmental Conference with the European Union at the same time as Albania, in 2022, but while our country has opened almost all chapters with the EU, the negotiation process with North Macedonia has stalled and no group of chapters has been opened with the Union, initially due to the name issue with Greece and now for the recognition of the Bulgarian minority.

On the other hand, Bosnia and Herzegovina opened negotiations last year, but no steps have been taken towards group chapters. Serbia started negotiations in 2014 and still has chapters to open, while Kosovo is the only country in the region that is not making any progress towards the EU.

It took Albania only 3 years to start negotiations for all the chapters, as within this month, Albania is also expected to open negotiations for the last chapter of the body of European legislation, the eu acquis, regarding "Resources, Agriculture and Cohesion", which consists of 5 chapters that include approximation and implementation of legislation in the field of agriculture and rural development, veterinary and phytosanitary policies, fisheries, financial and budgetary provisions, regional policies and coordination of structural instruments.

Each of the chapters has its own challenges in achieving EU standards, but there are undoubtedly chapters where Albania has an advantage. The European Commission has consistently emphasized that Albania has made significant progress in terms of reforms, and was recently recognized as the country that has made the most progress in meeting the objectives of the National Reform Agenda.

From the developments of the last 3 years, we understand that yes, the European Union has decided to expand and the main reason behind this is rapid geopolitical changes.
