Administration salary expenses increase by 20.4 billion lekë - From 119.7 billion lekë in the 2024 budget, to 140.1 billion lekë in 2026

The draft budget for 2026 shows that total spending on salaries in the Public Administration is planned at 140.1 billion lek. But how has this trend evolved compared to previous budgets?
In the 2024 budget, administrative salary expenditures were planned at 119.7 billion lek, accounting for 4.9% of Gross Domestic Product. According to the current year's budget, administrative salary expenditures are 127.6 billion lek.
Meanwhile, in the draft budget for 2026, administrative salary expenses have increased, reaching 5% of GDP. Thus, referring to the data, from 2024 to 2026, administrative salaries represent an increase of 20.4 billion lek.
The gradual increase in salary budgets reflects the government's aim to improve the standard of living for civil servants and maintain their motivation across all public sectors. This process affects all levels of administration and key public sectors.
But let us remember that from July 1, 2024, the Albanian government took the initiative to increase the salaries of the state administration. Which benefited employees of the pre-university education system, employees of the health system, employees of the country's security system, State Police, Prison Police, Republic Guard, Armed Forces, Fire Protection and Rescue, as well as employees of the implementing and supporting level of the state administration.
Specifically, there were 14,720 administration specialists who benefited from increases, 36,570 teaching staff, 15,858 general practitioners and nurses, and around 22,500 employees of the system with degrees.
