"Energy reforms yield concrete results" - Karakaçi: Albania fulfills obligations for 600 MW of new capacities

Reforms in the energy sector and measures taken within the framework of the European integration process have brought concrete results during the period January 1–June 30, 2026.
According to the Minister of Infrastructure and Energy, Enea Karakaçi, the focus of the reforms has been on modernizing the legal framework and aligning Albanian legislation with European Union standards. Among the main measures implemented is the establishment of a system of guarantees of origin for renewable energy, which aims to increase transparency for consumers on the source of energy they use.
During this period, new rules for the labeling of products with an impact on energy consumption were also adopted, aiming to enable citizens to make more informed and efficient choices. One of the main developments is the adoption of the new Law on the Electricity Sector, which aims to strengthen the functioning of the market, increase security of supply and continue Albania's alignment with the European energy market.
As part of the reforms, legislation on biofuels has also been harmonized, procedures for investments in renewable energy have been simplified, and the implementation of the package for the integration of the Albanian energy market with that of the European Union has been advanced.
According to Karakaç, another important measure is the adoption of the National Plan for Addressing Energy Poverty, along with the legal framework for energy communities. These measures aim to create more opportunities for citizens, businesses and local government units to become an active part of the energy transition.
One of the concrete results of this period is related to new renewable energy capacities. Albania was obliged to install 600 MW of new capacities by June 30, 2026, an objective that has already been met, with the country having passed this threshold in new installed capacities.
The implementation of these measures also has a direct financial impact. The implementation of the reforms by June 30 paves the way for the disbursement of 61 million euros to the State Budget, within the framework of the Growth Plan and the Reform Agenda of the European Union. The funds are expected to support investments, economic development and the acceleration of Albania's European integration process.
According to the minister, the results achieved in the first half of the year prove that the process of reforming the energy sector is being accompanied not only by legal changes, but also by investments and concrete increases in renewable energy capacities, in order to achieve a more modern, sustainable and integrated sector with European standards.
