Energy market, more role for consumers - Report: Advancement needed with energy

Empowering consumers and creating mechanisms that enable them to take an active role in the energy market remain among the challenges for the Energy Community countries, including Albania. Energy communities, dynamic price contracts or demand response are some of the instruments that aim to transform the consumer from a passive recipient of energy into an active participant in the market.

The 2025 Annual Report of the Energy Community Regulatory Board, ECRB, highlights that the framework for consumer empowerment is not yet complete in all contracting parties. Provisions related to aggregation contracts, dynamic price contracts, energy communities and demand response through aggregation have been included in new legislation adopted during 2024 and 2025 in Moldova, Serbia, North Macedonia and Montenegro, as well as partially in Ukraine.

Albania is not included in this group of countries, while it is currently in the process of drafting and supplementing legislation that will enable the functioning of these mechanisms.

According to the ECRB, these mechanisms are essential to enable end-users to actively participate in the energy market. The Board calls for addressing legislative gaps, while noting that at the Energy Community level there are still shortcomings in other instruments, such as price comparison tools, smart meter functionalities, energy unbundling and aggregation.
