Interest in licenses in energy production - ERE: 22 procedures in process, led

The interest in investments in electricity production is also reflected in the number of applications awaiting a decision from the Energy Regulatory Authority. According to the updated registry of licensing procedures, 22 applications are currently in process with the ERE, 19 of which were filed during 2026.

The vast majority are related to electricity production. Out of 22 open procedures, 19 are related to licensing, modification or transfer of licenses in this activity, while only 3 procedures are related to energy trading and supply.

Photovoltaic power plants dominate the list of production projects. Among the most recent applications are the 50 MW photovoltaic power plant in Vërnik i Devoll and the 70 MW “3X Energy Sol Park” project in Lushnje, both with applications filed in July.

The applications also include modifications to the licenses of some of the country's largest photovoltaic power plants, which have requested the inclusion of deposits within existing capacity.  

Meanwhile, in addition to solar power plants, the register includes other production technologies. From 2025, the licensing procedure for the 170 MW thermal power plant of “Fier Thermoelectric” in Roskovec continues, currently suspended until the submission of authorizations or permits for the use of the water source. The application for the 3 MW wind power plant in Tragjas, as well as the licensing of the HPP “Bushtrica 2”, also remains in process.

Meanwhile, among the procedures initiated this year is KESH's request for licensing the production of energy from the floating TPPs "Tigri 1" and "Tigri 3", as well as the application for the photovoltaic plant at the Zadeja Dam, at the Vau i Dejës HPP.
